Simply enough, the civilian faction is composed of those individuals who, while generally law-abiding, are not a part of any major faction. Civilian organizations can rise to factionhood with enough power, members and momentum behind their goals, and factions whose power and numbers wane, or are broken and defeated, may sink into the ranks of civilian organizations once more. Civilian characters can be of any species, power level or function - anything from a student at a local high school to the prime minister of a large and powerful country.
