The Criminal faction is similar to the civilian, in that it is essentially a default group for those who are not a part of any of the major factions on the game. The difference between civilian and criminal factions is that those in the criminal faction are those who operate on the wrong side of the law. Anything from innocents unjustly accused of crimes, to bounty hunters and mercenaries who sell their skills to the highest bidders, to gangsters and small cabals of secretive villains with plans for world domination. Organizations within the criminal faction can rise to become factions, and when villain factions are ousted or broken up, they may sink back into the criminal faction's ranks, maybe to rise again some day. There are no restrictions on power level, species or function within the criminal faction.
